Administrator accounts can not be assigned licences to access courses.

A separate learner account will need to be created for the administrator. Instructions on this can be found here: How to add a new learner account 

Please note that the email address linked to the administrator account cannot be used again for the learner account. Either no email address or a different email address must be used. If no email is used, the details should be passed onto the learner manually.
